happened?" Elena said.

Victoria looked at Peter.

"Tell them."

Peter did.

Daniel's expression shifted from confusion to disbelief.

Elena said nothing until Peter finished.

Then she asked the practical question.

"Evidence?"

Peter nodded.

"A-1190."

"You deleted it."

"Yes."

"Where is the copy?"

"Laura had one."

"Where?"

"I don't know."

Victoria stared.

"You expect me to believe my father survived, disappeared for thirteen years, and nobody thought I deserved to know?"

Peter's face tightened.

"He believed knowing would endanger you."

"He's alive?"

Peter hesitated.

Victoria slammed her palm against the table.

"Is he alive?"

"I don't know."

"When did you last know he was alive?"

"Seven years ago."

The same year Laura died.

Victoria forced herself to sit again.

"Start at the crash."

Her father, Jonathan Hale, had been working inside the Department of Revenue when he noticed recurring financial anomalies tied to public contractors.

At first they looked like tax irregularities.

Then he found Meridian.

Jonathan approached Rebecca Shaw.

Together they proposed a more independent investigative mechanism capable of examining misconduct across agencies.

That proposal eventually became Internal Oversight.

Richard Avery learned Jonathan was tracing Meridian.

Nine days later, a truck crossed the median and struck Jonathan's car.

"The driver?" Elena asked.

"Paid through a Meridian intermediary."

Victoria's stomach turned.

"He was arrested."

"For reckless driving."

"He served three years."

"He was paid after release."

Peter knew the amount.

One hundred eighty thousand dollars.

Daniel whispered a curse.

Victoria continued.

"My father survived."

"Yes."

"How?"

"Emergency responders extracted him before Richard's people reached the hospital."

"Then whose body did I identify?"

Peter looked ashamed.

"A man who died in another collision that night."

"Name."

"Marcus Ellery."

Victoria repeated it.

A stranger had been buried under her father's name.

"How?"

"Records were altered."

"By Hawthorne?"

"No."

That surprised everyone.

"By Laura."

Victoria stared.

"Laura Mendes switched the identities?"

"With help."

"Whose?"

"Rebecca Shaw."

The betrayal changed shape again.

Shaw had known.

Victoria stood immediately.

"Bring Rebecca."

Shaw entered ten minutes later.

One look at Victoria told her the secret was finished.

"Peter told you."

Victoria's voice was quiet.

"Was my father alive after the crash?"

"Yes."

"Did you help falsify his death?"

"Yes."

"Did you attend the funeral?"

Shaw closed her eyes.

"Yes."

Victoria remembered Rebecca standing far behind the family at the cemetery.

She had not known her then.

Years later, Shaw recruited her.

That memory now felt contaminated.

"You watched me bury someone else."

"I did."

"Then seven years later you hired me."

"Yes."

"Did my father ask you to?"

Shaw shook her head.

"No."

"Did he know?"

"I don't know."

"Where did he go?"

"Protective relocation."

"Official?"

"No."

"Then who arranged it?"

"Laura."

Victoria laughed once, without humor.

"A journalist ran a better witness-protection program than the government?"

"At that time, yes."

"Where?"

"I never knew."

"How convenient."

"It's true."

Victoria turned toward Peter.

"You knew."

"Eventually."

"How eventually?"

"Jonathan contacted Laura while I was inside Meridian."

"Why?"

"He needed financial evidence."

"When?"

"About ten years ago."

Three years after the crash.

"Did you speak to him?"

"Once."

Victoria felt her throat tighten despite herself.

"What did he say?"

Peter looked at her.

"He asked about you."

The anger nearly broke.

Victoria stood and walked toward the wall.

For thirteen years she had carried a simple grief.

Her father had died.

It hurt.

But death had boundaries.

Now grief became something uglier.

He had lived.

He had asked about her.

And still he had stayed away.

"What did you tell him?"

"That you were finishing university."

Victoria stared at the wall.

"What else?"

"That you were stubborn."

Daniel looked down.

Peter continued.

"I told him you were going to become an investigator."

Victoria turned.

"What did he say?"

Peter's expression softened.

"He said that was exactly what he was afraid of."

She almost smiled.

Almost.

Instead she asked, "Why didn't he contact me?"

"Because Richard was watching you."

"Since when?"

"After the funeral."

Victoria thought of the surveillance profile.

LOW CONTROL PROBABILITY.

HIGH INSTITUTIONAL THREAT.

Maybe Hawthorne had watched her not because of what she became.

Maybe it watched her because of whose daughter she was.

"Was Richard trying to find my father through me?"

"Yes."

"Did he?"

"No."

"Then what happened seven years ago?"

Peter looked at Shaw.

Neither wanted to answer.

Victoria saw it.

"Laura died."

Peter nodded.

"And?"

"Jonathan disappeared again."

"From whom?"

"Everyone."

"Even you?"

"Yes."

"Last communication?"

Peter thought.

"Three days after Laura died."

"What did he say?"

"One sentence."

Victoria waited.

Peter spoke carefully.

"If they killed Laura, there is no safe institution left."

The same conclusion Peter had reached.

The same reason the Custodian existed.

Victoria returned to the table.

"Do you have the message?"

"Yes."

"Give it to me."

Peter did.

The digital copy was authenticated within hours.

Jonathan Hale's identity could not be conclusively established from text alone, but the account used to send it had previously exchanged verified documents with Laura.

Victoria searched every file connected to her father.

Most were fragments.

Tax records.

Meridian analyses.

Handwritten diagrams.

Then Daniel found something.

"A photograph."

Victoria looked.

Jonathan Hale stood outside a rural railway station.

Timestamp: eight years earlier.

He looked older than Victoria remembered.

Alive.

Undeniably alive.

She sat down.

Daniel did not say anything.

There was nothing useful to say.

The man in the photograph was her father.

He had existed in the world while she mourned him.

Victoria zoomed in.

A sign behind him identified the station.

Grayhaven.

Peter recognized it.

"That's where Volume B was supposed to be."

Victoria looked at him.

"The coordinates from Miriam's drive."

"Yes."

"So my father was involved with the archive."

"Apparently."

Victoria remembered the current Custodian's strange interest in her.

DO NOT RECRUIT. DO NOT THREATEN. OBSERVE.

Could her father be the Custodian?

She asked Peter.

He shook his head.

"I considered it."

"Why reject it?"

"The Custodian communicated while Jonathan was known to be somewhere without network access."

"That proves nothing."

"No."

"Could Laura have selected him?"

"Absolutely."

Daniel searched the photograph metadata.

"Wait."

He enlarged the station sign.

Beneath it was a clock.

The metadata timestamp differed from the clock by almost four hours.

"Edited?"

"No."

Daniel checked.

"Camera time was wrong."

Victoria looked around the image.

A newspaper kiosk.

A visible headline.

She searched the publication date.

The photograph had been taken not eight years ago.

Six years and three months ago.

After Peter's last known contact with Jonathan.

Someone had intentionally misdated it.

"Who uploaded this?"

Peter checked.

"Custodian."

Victoria's pulse quickened.

The current Custodian possessed a photograph of her father after everyone else lost contact with him.

"Can we reply?"

Elena opened the encrypted channel.

Victoria typed:

IS JONATHAN HALE ALIVE?

No response.

She waited.

Five minutes.

Ten.

Twenty.

Then the phone vibrated.

YES.

Victoria stared.

Daniel read it beside her.

Shaw covered her mouth.

Victoria typed:

WHERE?

The reply came faster.

SAFE.

She wrote:

I WANT TO SPEAK TO HIM.

No response.

Then:

HE DOES NOT WANT TO SPEAK TO YOU.

Victoria's jaw tightened.

She typed again.

THAT IS HIS DECISION TO TELL ME.

A minute passed.

Then:

YOU HAVE HIS TEMPER.

Daniel quietly stepped away.

Victoria ignored him.

Another message arrived.

JONATHAN CANNOT CONTACT YOU UNTIL RICHARD'S NETWORK IS DISABLED.

RICHARD IS IN CUSTODY.

The response:

RICHARD IS NOT THE NETWORK.

Victoria already knew that.

She typed:

THEN HELP ME DISABLE IT.

This time the answer took several minutes.

A file appeared.

One page.

A diagram of Hawthorne's operational structure.

Money.

Legal.

Enforcement.

Political.

Information.

Each branch contained names.

Some Victoria already knew.

Others were new.

One branch was marked CONTINUITY.

Beneath it appeared three names.

Paul Rennick.

Thomas Rourke.

Lionel Burke.

Victoria stared.

"Continuity," Elena said.

"Replacement leadership."

If Richard fell, those three could keep Hawthorne alive.

A final message appeared.

REMOVE CONTINUITY AND JONATHAN WILL COME HOME.

Victoria did not like bargains.

Especially anonymous ones.

She wrote:

NO DEALS.
