The report distinguishes between people who declined, people we couldn't reach, people who withdrew for a stated reason, and cases where we don't have enough information to classify what happened.”

I looked at the screen.

“That is better.”

Daniel seemed relieved.

“We thought the increase in withdrawals might make the program look less effective.”

“It might make one measure look worse,” I said. “That doesn't tell us whether the measure captures the whole situation.”

Elaine leaned forward.

“We should also be careful about treating withdrawal as failure. Some people decide the service isn't right for them. Others find another route.”

“And some may simply be exhausted.”

“Yes.”

I closed the folder.

“Then let's not pretend we know more than we do.”

The meeting continued for another hour.

We discussed the additional work required to maintain accurate referral information.

We discussed whether the transportation fund should cover certain appointments that fell outside the original guidelines.

We discussed how to make the process easier for someone who had limited time, unreliable phone access, or difficulty gathering documents.

Every answer raised another question.

At one point, I found myself tapping my pen against the table.

I stopped when I noticed Elaine waiting for me to finish.

“Sorry,” I said. “Go ahead.”

She continued.

It was a small moment.

I might once have interrupted her to move the discussion toward a decision.

This time, I let her finish explaining the problem.

Her proposal was practical.

Instead of requiring staff to collect every possible document at the beginning, the program would identify which documents were necessary for each referral and explain the sequence.

That would not eliminate the requirements imposed by outside organizations.

It would help people avoid doing unnecessary work before they knew what was needed.

I approved a trial.

After the meeting, Daniel stayed behind.

“I have a question about the reporting,” he said.

“Go ahead.”

“Do you want the quarterly summary to include a case study?”

I considered it.

“What would the case study show?”

“A person's progress through the program. We'd need permission, of course, and we could remove identifying details.”

“What would the person get out of sharing it?”

“Nothing directly, unless we offered compensation for their time.”

“Would they feel free to decline?”

“We'd need to make that clear.”

I looked at the draft outline.

The idea was not necessarily wrong.

Stories could help people understand a process that numbers alone could not explain.

But I knew how quickly a person's difficult circumstances could become a convenient explanation for a company's intentions.

“Let's not ask someone to share their story just because we need a better report,” I said.

Daniel nodded.

“We can use the process data instead.”

“Yes. If we later have a clear reason to invite someone to participate, we can design that separately. It shouldn't be a condition of assistance.”

He wrote down the decision.

After he left, I sat with the report.

The numbers were improving in some areas.

The remaining problems were still serious.

I thought about how easy it would be to present the first fact and minimize the second.

That had been my instinct for years.

I wanted progress to be visible because visible progress reassured people that decisions had been worthwhile.

But people who were still waiting for an appointment did not benefit from a polished chart.

They benefited if we could help them reach an available service, explain what remained uncertain, and avoid making them repeat the same work unnecessarily.

The report needed to serve that purpose.

I asked the communications team to prepare a short internal explanation of the results.

It would include the improvements, the continuing gaps, and the changes we planned to test.

No photographs of people receiving assistance.

No inspirational quotes.

No claim that one program could solve a problem larger than itself.

The first draft arrived two days later.

It was plain.

I liked it.

A senior manager suggested adding a personal story to make the report more engaging.

I thanked her and explained why I had decided against it for this review.

She listened, then agreed that the data could stand on its own.

That afternoon, I walked to a nearby café.

I ordered coffee and sat by the window.

Outside, a delivery driver struggled to move a heavy cart over the uneven pavement.

A passerby stopped and helped him lift one wheel over the curb.

They exchanged a few words and went in opposite directions.

I watched for a moment.

Neither person turned toward the café.

Neither appeared to be waiting for anyone to notice what had happened.

I returned to my coffee.

For a long time, I had associated help with the person providing it.

I measured the action, the cost, and the visible outcome.

I rarely considered whether the recipient wanted the moment remembered at all.

Mara had forced me to confront that habit without ever agreeing to teach me anything.

She had accepted the resource she needed.

She had used it according to her own judgment.

She had returned it.

I had been the one who kept turning that brief exchange into a question about who I was.

Now, I was trying to let the work remain separate from my need for a personal conclusion.

When I returned to the office, Elaine had sent an update.

One of the partner organizations that had temporarily stopped accepting referrals had reopened a limited number of appointments.

The directory would be updated after the capacity was confirmed.

It was useful news.

It was not a victory.

I replied with a request to verify the details and notify the staff who handled referrals.

Then I moved on to the next item.

There would be more shortages.

There would be more delays.

There would be people we could help and people we could not help enough.

The work would continue without giving me a perfect ending.

I was beginning to understand that it had to.

Click here to continue reading: PART 20: What I Could Finally Leave Unfinished

The next review took place on a rainy Wednesday.
