I want to know where people get lost between needing assistance and receiving it."

He promised to investigate.

I ended the call.

It wasn't a grand gesture.

It wasn't even a decision.

It was a question I should have asked years earlier.

At nine, my assistant entered with the day's schedule.

"Your ten o'clock meeting has been moved to eleven."

"Thank you."

She placed a folder beside my keyboard.

Then she hesitated.

"May I ask what the community program review is about?"

I looked up.

"Why do you ask?"

"Because you've requested the same information from three departments."

I leaned back.

"I want to understand how the program works."

She nodded slowly.

"That's different from asking how much it costs."

I stared at her.

She seemed to regret speaking so directly.

"I'm sorry, sir."

"Don't be."

I opened the folder.

"You're right."

She left without another word.

I spent the rest of the morning reading the proposal.

The numbers were impressive.

The language was polished.

The photographs showed smiling families standing outside newly furnished apartments.

But I couldn't find a clear explanation of what happened when someone needed help immediately and had no idea where to begin.

There were phone numbers.

There were eligibility requirements.

There were forms.

There were instructions for people who already understood the system.

I thought about Mara sitting beside the hospital window with a folded piece of paper.

I wondered whether she had spent hours trying to find the right office before reaching the place she needed.

I didn't know.

And I wasn't going to pretend I did.

That afternoon, I met with the community program director again.

This time, I asked him to bring the people who actually handled applications.

Three employees arrived carrying notebooks and thick folders.

One was a woman named Denise who had worked with the program for almost nine years.

She explained that many families abandoned applications because the process required documents they couldn't obtain quickly.

Others missed appointments because they couldn't afford transportation.

Some needed help immediately but were directed toward programs that could take weeks to respond.

"Why haven't I heard this before?" I asked.

Denise glanced at her colleagues.

"Because the reports measure completed applications."

I waited.

"They don't measure the people who never finish."

The room became quiet.

I looked down at the report in front of me.

For years, I had judged success by the figures that arrived on my desk.

I had never asked who disappeared before the figures were counted.

"Can we change that?" I asked.

Denise nodded.

"We can start."

I told them to begin.

No press release.

No announcement.

Just a review of the process, with recommendations from the people who understood it best.

When the meeting ended, Denise stayed behind to collect her papers.

"Mr. Ashford?"

"Yes?"

"I hope you mean it."

I looked at her.

"So do I."

She seemed satisfied with that answer, or perhaps simply willing to give me a chance.

After she left, I sat alone in the conference room.

The glass walls reflected my face.

I looked tired.

For once, I didn't blame the schedule.

I thought about how easy it had been to sign checks and how difficult it was to ask whether those checks reached the right people.

I had always believed generosity was measured by what someone gave.

I was beginning to see that it also depended on what someone was willing to notice.

That evening, I left the office without calling my driver.

I walked several blocks before stopping at a small grocery store.

A woman stood near the entrance, counting coins in her palm.

Her son was beside her, holding a carton of milk.

I didn't know their circumstances.

I didn't approach them.

I simply kept walking.

It occurred to me that not every hardship was an invitation for me to intervene.

Sometimes the respectful thing was to leave people alone.

Sometimes the useful thing was to change the systems that made ordinary life unnecessarily difficult.

I wasn't sure I knew how to do either one well.

But I had finally begun asking the question.

Click here to continue reading: PART 6: A Small Change in My Company’s Rules Forced Me to Face the Difference Between Giving Someone Money and Giving Them a Fair Chance

I thought returning to work would make everything feel normal again.
