Protected it afterward. That doesn\u2019t necessarily mean he designed the method.\u201d<\/p>\n<p>\u201cThen who?\u201d<\/p>\n<p>\u201cAccording to Claire\u2019s source, the system began as a consulting recommendation.\u201d<\/p>\n<p>I knew the answer before she said it.<\/p>\n<p>\u201cHarold Voss.\u201d<\/p>\n<p>\u201cYes.\u201d<\/p>\n<p>Former regulator.<\/p>\n<p>Compliance consultant.<\/p>\n<p>The man who supposedly knew how investigators interpreted records.<\/p>\n<p>Briggs continued.<\/p>\n<p>\u201cAnd Voss was not working alone.\u201d<\/p>\n<p>\u201cWho?\u201d<\/p>\n<p>\u201cWe don\u2019t have a verified name.\u201d<\/p>\n<p>\u201cWhat do you have?\u201d<\/p>\n<p>\u201cA reference in Eric\u2019s payment ledger.\u201d<\/p>\n<p>I waited.<\/p>\n<p>\u201cProject Northstar.\u201d<\/p>\n<p>That meant nothing to me.<\/p>\n<p>\u201cWhat is it?\u201d<\/p>\n<p>\u201cWe don\u2019t know yet.\u201d<\/p>\n<p>There was that phrase again.<\/p>\n<p>This time I almost welcomed it.<\/p>\n<p>Better an honest unknown than another convenient certainty.<\/p>\n<p>Briggs said the same term appeared in Claire\u2019s executive records.<\/p>\n<p>Northstar was billed as a safety-performance modernization project.<\/p>\n<p>It began four years before Ethan\u2019s death.<\/p>\n<p>Before my Dayton route.<\/p>\n<p>Before Calvin\u2019s override pilot.<\/p>\n<p>Before Victor punished Derek.<\/p>\n<p>Before any of the incidents we had been examining.<\/p>\n<p>\u201cSo this goes back farther.\u201d<\/p>\n<p>\u201cYes.\u201d<\/p>\n<p>\u201cHow far?\u201d<\/p>\n<p>\u201cWe\u2019re finding out.\u201d<\/p>\n<p>Then Briggs said something that made me grip the phone tighter.<\/p>\n<p>\u201cNorthstar wasn\u2019t limited to Apex.\u201d<\/p>\n<p>\u201cWhat do you mean?\u201d<\/p>\n<p>\u201cVoss Consulting implemented similar programs for other transportation companies.\u201d<\/p>\n<p>I stared at the dark kitchen window.<\/p>\n<p>Apex might not have invented the idea.<\/p>\n<p>It might have purchased it.<\/p>\n<p>A method for improving safety metrics.<\/p>\n<p>A method that, somewhere along the way, learned how to improve numbers without improving safety.<\/p>\n<p>\u201cHow many companies?\u201d<\/p>\n<p>\u201cAt least six.\u201d<\/p>\n<p>Sarah whispered, \u201cWhat?\u201d<\/p>\n<p>Briggs heard her.<\/p>\n<p>\u201cAt this stage, we do not know whether any other company used the program improperly.\u201d<\/p>\n<p>Important distinction.<\/p>\n<p>Still, the implications were enormous.<\/p>\n<p>This story had begun for me on a stormy shoulder with a stranded family.<\/p>\n<p>Then it became Victor.<\/p>\n<p>Then Apex.<\/p>\n<p>Now the trail led outside the company entirely.<\/p>\n<p>Briggs added one final detail.<\/p>\n<p>\u201cMarcus, tomorrow\u2019s driver council meeting may be postponed.\u201d<\/p>\n<p>\u201cWhy?\u201d<\/p>\n<p>\u201cFederal agents are executing a search warrant at Voss Consulting.\u201d<\/p>\n<p>\u201cWhen?\u201d<\/p>\n<p>\u201cNow.\u201d<\/p>\n<p>\u201cDid Claire\u2019s source give you enough for that?\u201d<\/p>\n<p>\u201cAmong other evidence.\u201d<\/p>\n<p>I looked at the clock.<\/p>\n<p>Agents were moving while families ate dinner.<\/p>\n<p>Somewhere, people were opening filing cabinets and imaging computers.<\/p>\n<p>Somewhere, Harold Voss was learning that the system he helped create was no longer hidden behind corporate language.<\/p>\n<p>I asked, \u201cDo they know where Calvin is?\u201d<\/p>\n<p>\u201cNo.\u201d<\/p>\n<p>\u201cCould he be with Voss?\u201d<\/p>\n<p>\u201cWe\u2019re checking.\u201d<\/p>\n<p>After the call ended, Sarah put her hand over mine.<\/p>\n<p>\u201cYou\u2019re thinking about Ethan again.\u201d<\/p>\n<p>\u201cYes.\u201d<\/p>\n<p>\u201cYou\u2019re thinking your safe route helped create what happened to him.\u201d<\/p>\n<p>\u201cYes.\u201d<\/p>\n<p>She squeezed my hand.<\/p>\n<p>\u201cThat decision belonged to the people who had the information.\u201d<\/p>\n<p>I looked at her.<\/p>\n<p>\u201cNot the driver they kept in the dark.\u201d<\/p>\n<p>I knew she was right.<\/p>\n<p>Knowing and feeling were different things.<\/p>\n<p>My phone buzzed one last time.<\/p>\n<p>A message from Rebecca.<\/p>\n<p>Voss search underway. Calvin\u2019s name appears on visitor log from yesterday.<\/p>\n<p>Yesterday.<\/p>\n<p>Calvin had visited Voss Consulting after disappearing from the archive warehouse.<\/p>\n<p>He had not been running blindly.<\/p>\n<p>He had gone somewhere specific.<\/p>\n<p>I showed Sarah.<\/p>\n<p>She read it twice.<\/p>\n<p>\u201cWhat does that mean?\u201d<\/p>\n<p>\u201cI don\u2019t know.\u201d<\/p>\n<p>Then another message appeared.<\/p>\n<p>Rebecca again.<\/p>\n<p>Federal agents found Calvin\u2019s car.<\/p>\n<p>I typed back.<\/p>\n<p>Where?<\/p>\n<p>The answer came seconds later.<\/p>\n<p>Voss Consulting parking garage.<\/p>\n<p>I stared.<\/p>\n<p>Sarah leaned closer.<\/p>\n<p>Then a third message.<\/p>\n<p>He isn\u2019t there.<\/p>\n<p>I called Rebecca.<\/p>\n<p>She answered immediately.<\/p>\n<p>\u201cWhat happened?\u201d<\/p>\n<p>\u201cHis car is there.
